Far and away, the best is 3M's Mr. President. Outstanding lighter game, which still manages to give a decent (probably the best) simulation value.
1960 and Divided Republic also please me, with their CDG play and (at least in the first) very decent historical grounding. Campaign Manager felt a little weak to me.
Primary elections have gotten more coverage (in terms of games) until recently. Landslide, Candidate, and Campaign Trail all give different takes on this topic. I like Candidate the most, with its bidding mechanism and taking the bandwagon effect into account. Landslide is good fun though. Campaign Trail - well, I guess it's good enough, with visits to individual cities generating votes, but the problem is that I had already seen Road to the White House, a far more extensive attempt at getting the details down with that basic framework. Road is one of those gloriously failed attempts though - it puts lots of details in, but they just don't all hang together right.
